Abstract

This research explores the economic opportunities and regulatory challenges in Indonesia's halal industry. As the country with the largest Muslim population, Indonesia has significant potential in various halal industry sectors, including halal food, Islamic finance, halal tourism, and Muslim fashion. However, several regulatory challenges hinder the development of this industry, such as discrepancies in halal standards, lack of public awareness, and suboptimal regulatory implementation. This study employs a qualitative descriptive method with a literature review approach. Data was collected from scientific articles, industry reports, and official documents over the past five years (2019–2024). The analysis process involved data reduction, thematic categorization, and verification using triangulation techniques. The findings indicate that although Indonesia's halal industry has promising prospects, various regulatory and policy implementation challenges still obstruct its growth. Key challenges include the harmonization of halal certification, enhancing local product competitiveness, and increasing consumer awareness of halal products. To position Indonesia as a global leader in the halal industry, strategies such as regulatory strengthening, human resource development, and enhanced international cooperation are necessary.
